There's already a punishment. It's a $1000 dollar fine.
We only need to have it enforced.
How about a 1-800 number like on the freeways.

I stopped someone for throwing a candy bar wrapper out his window once....He got a citation for littering on the roadway & I made him walk back and pick up the item.
Turns out he had a warrant out for his arrest for failure to appear as well......Good stop for me !! :)
Make them pay $$ and they will think the next time.
