I'm not sure without a picture, but I think you may be seeing weevils. I got them once because I stored an unopened bag of corn meal too long. They moved from the corn meal and contaminated my entire cupboard. They will even get into your spices if left unchecked or kept too long. It's time to throw a bunch of food away when this happens and be sure to use bleach water to clean your cabinets.
It is my understanding that flour, cake mixes, corn meal and such comes with the tiny little eggs already in it from the store. But the good news is, I read that you can kill the eggs by freezing the product for 24 hours. I do it all the time now and haven't had the problem since.

Sounds like weevils, and yes, the eggs are in most flours and grains that we buy. I put everything I buy into the freezer for 3 days, then store it in airtight containers. There are also tiny mites - so small you can barely see them, and they freeze - quit moving, I mean - if you move whatever they're on - I got a bag of dogfood from the store that was infested with them, and they completely took over my kitchen. I had to throw just about everything away, & wash every dish and cupboard - what a nightmare!! These things are TINY, they feel almost like cornmeal if you run your hands over them - and the damned things are next to impossible to kill. I sprayed the pantry with bugspray, -nothing, they loved it. It took nearly straight bleach to knock them down, and I spent 3 days going over and over the same areas. Next time I'm just gonna burn down the house, gotta be easier...

Black Bugs In Pantry

I think they might be "meal bugs" but I'm not sure. They were
in cabinets at one house I had too. I heard you can have a
builder put this strong bug detterent onto the flooring before
you install new cabinets, if that's a possibility.

I get little moths in my cereal and pasta. I found this thing called "Pantry Pests" at the store. It has two in each box. It looks like a little tent and it is sticky inside, you have there is a little piece of "bait" that you you put inside the "tent". It isn't for mice, but does the pantry moths, weevils and little things like that. Each tent works for 3 months but I change mine about every 2. The bugs go inside and stick to the walls. I did get rid of them for awhile, but is like the other person said, you bring them back into your house from the grocery store.

"Most home owners at some time or another find insects in their flour, cereals, breakfast foods or dry baking ingredients in cupboards or other storage places. Infestations of this type are not necessarily the fault of the homemaker; the insects may gain entrance into the house as a result of buying some cereal product that already has become infested. Commercially prepared dry pet food is one of the primary sources of insect infestation in many households."

called weevils, they are found in most farinaceous products, rice, grain, wheat, flour, pasta, dry beans- ensure you have airtight containers like Tupperware for storage, keep all containers off the floor, ensure your store/ cupboard is dry- free of moisture, clean and well ventilated.

Not sure of real name, but best way to "kill them" is to eith sun your food or to freeze your food before storing them in an air tight container.
