My question is not about sport, hunting or recreation. It is an animal behavior question. I believe I have observed seagulls hunting pigeons.

Seagulls are scavengers.
They will eat anything that is palatable to then.
If a bird such as a pigeon is ill and dying a gull may very well finish it off and then eat it.

The other people are correct. Seagulls are opportunistic hunters and will eat whatever they can come across. They are actually quite detrimental to shorebird nests. They will eat the eggs and after the eggs have hatched enjoy the helpless chicks too.

Hunt no, eat if the opportunity is there, yes. Any living or dead creature it can nab, it will. They are opportunistic feeders.
