Are you doing this because of tradition or because they give you a good service or because you feel the need too you can answer your own question by working out which reason you are doing it.
I personally do not give money to anyone i prefer to find out a little bit about them and give them something specific too them so for that reason as i have never met my postman and don't know anything about him i would not give a card with money in.

It used to be a common practice twenty years or so ago to tip the dustmen etc., but ever since the 1980s and the Thatcherite "me me me" principles, this sort of thing has pretty much died out in most of the UK except for the more rural areas. Use your discretion. They ecrtainly wouldn't be insulted, but unless I actually knew them to some degree I wouldn't bother. It's not often people get the same postman or dustmen these days. The paperboy and milkman though are usually pretty constant.

just today i gave the men that collect our garbage their christmas gifts (just a small token gift to say thanks) also the postman will get his gift tomorrow as I didnt see him today. I do this every year, its the way I was brought up. Im originally from the USA but now live in Malta. Didnt see anyone else doing it and the garbage men were quite shocked so Im assuming its not done here. I dont think they find it insulting, I think that they appreciate the thought! Merry Christmas to you and yours

Well I dont think there is such a thing as too much kindness. I commend you for your efforts. I imagine it makes a big difference to all whose lives you've touched. I say keep it up! And good on you! Thanks for being so kind. The world needs more people like you. Bless you.
Sincerely, M.
P.S.
Whats insulting is how people take them for granted. What you are doing is special and very nice. Dont second guess yourself on this. Its not bad to be nice. :)

no i don`t think they would find that insulting, i think they would love it as it will show them that you appreciate what they do, and i think it`s really nice that you are taking the time to be nice and also generous, not a lot of people do that now but there is still the few that do, also it is nice to be nice, merry xmas

I give a card and usually some cookies or pretty little bag of candy. I think it is a kind gesture that lets them know you appreciate them.
