No except for the snowbirds (retirees) that go to Florida for the winter. I know of no city population that migrates depending on the weather.

No. At least modern humans are not. We stay in one place all year because we have farms and other technology that allows us, or even keeps us, in one place most of the time. The farmer can't leave his land. The worker can't leave his job. Heated houses and year around food and water availability make it unnecessary anyway.

sea creatures- nope unless you mean sea mammals. Land mammals run with a flexation up and down of their spine. So do dolphins and whales. Fish, sharks, etc move laterally with their spine- from side to side.
