Cook them dinner, set the table extra nice, serve them, pour the wine and leave them to a quiet dinner alone. Light some candles and put on some nice soft music. Clear any other kids out of their space, even if you have to feed them ahead of time...
Clean up after they are done and do the dishes.
Make a homemade card and let them know how much you love them...
This would mean more to them than a store bought gift...

well i really believe that after 16 yrs your parents have happy meemories(pictures) so i believe that you should recreate the first day your parents got together the best way you could. and while they are in the moment have a book dedicated to your parents with happy anniversary in big letters and when they open it they would remember all the good times they had

Do something that your good at.
Draw a picture.
Make a collage on the computer.
Cook them dinner.
Sing them a song.
Design a dance for them.
Clean the house for them- VERY CHEAP and they will love it.
Make a coupon book that has coupons for
-walk the dog
-cook dinner
- clean the living room
-clean the bathroom
-wash the car
- mow the lawn.

Wow, no money? That's the story of my life! Do something for them like clean the house. Do you have younger siblings? Offer to watch them so your parents can go out or have some alone time.

If you can cook why don't you make them a romantic dinner for 2 with candle for them to enjoy and get them a card and leave them by themselves for a couple of hours.

One year our kids went through our photo albums and made us a really pretty photo montage for our anniversary. They made dinner and lit candles. It was real nice. And they served us and cleaned up after.
