Recent comment from a prominent Al-Quida figure that US should negotiate with them creates a wonderful opportunity to integrate extremist Islamic elements into democratic process. Shouldn't the UN mediate such a process?

AQ considers the Democratic process as heresy and any who follow that process must be either killed or forced to follow Sharia (Islamic Law). To them - this is not negotiable.

One of the reasons that AQ is killing so many people in Iraq is that they feel that any Iraqi who voted in the elections must be killed for the crime of apostasy. (AQs beliefs require that they execute anybody who commits what they believe to be apostasy.)

Absolutely not! There is no negotiating with terrorists in any way shape of form. You said it yourself, "extremist", people who will kill in an instant. Without thought or conscience. They are not part of the civilized world and have no regard for human life. They are head flogging butchers who WANT to die. How could we possibly reason with such an element?

No, there is no opportunity here. At least not from a civilized prospective. The only opportunity here would be for Al-Quida to continue their Holy War by undermining everything civilized people believe in. Islam is the "Evil Empire" and we must save guard ourselves from it's murderous plan of world domination.

Their work will not be complete until they kill every non-muslim on the planet. Never forget 9/11.

But the democratic process does not fall under Sharia, the code of Islamic Law. Since Al-Qaeda wants the entire world under Sharia, this would not be possible. The internal contradictions would cause the entire process to implode.

Al Quida wants the infidels dead. It's sort of hard to negotiate that using any process when death is the only outcome you will consider.

I thought I could answer this question but after reading The Mick "7" I must yield to his excellent remarks. I could not have said it better.
