Seat belts fit better when you are sitting up and cannot slide out of them backwards when a front impact occurs. By putting a seat upright you also allow more exit room to those behind you.

The FAA requires under their regulations that the seats and seat backs must be in the upright position on takeoff and landing. The regulations is: FAR 121.571 Briefing Passengers before Takeoff

This is because the aircraft is the most likely to be in an accident during takeoff and landings, and you want to have access to evacuate if an accident does occur.

The chance of having an accident during take off and landing is much more bigger than the one when the plane is actually flying. When crash occurs and the seats are not upright there's a chance than in an accident you can run under the seatbelt and be thrown to the front.

I am not sure if this can happen in a tourist class cabin since the back of the seat reclines just a little, but in a car it sure can happen.

If their is a problem on takeoff or landing you are not being blocked in your seat by the person in front of you with the reclined seat. There are minimum distances that are required between seats for evacuation purposes.

You have to keep the seats upright during takeoffs and landins becuse for one thing It's regulations and another It's for your own safety.

How p*ssed off would you be if your plane crashed and you couldn't get out of your seat quickly because the guy in front had it in the recline position ?

Personally, I'd be a lot happier if they disable the recline on all airline seats - that way you wouldn't get idiots suddenly thumping their seat back and spilling your coffee everywhere.
