He restarted his computer to get into safe mode, silly!

It sounds like you might have a problem with spyware or a virus. These often utilize 100% of your bandwidth because they are trying to propagate.

You need Microsoft Antispyware Beta, Spybot or AdAware AND a good antivirus. i.e. Symantec Antivirus or Panda Antivirus.

Your firewall could be blocking your access to the internet. Try turning it off and re-connecting to the net.

try restarting your computer. you mustve had some sort of power outage or something.
