To say 'most' is to imply one is superior in some way to the other.
However, very well, since all the major forces can be unified mathematically at sufficiently high energy densities:
The grand unified force, the mathematical and physical combination of eletromagnetism, gravity, strong nuclear force, and the weak nuclear force.
One could argue that Higgs is even more powerful but photons are massless, as are gravitons, so photons and gravitons could still exist without higgs.
Guess there isn't one.
