It really depends on the beer. Most Canadian beers are higher in alcohol than say Miller Lite or Budweiser but my be lower than the smaller brews from the U.S. Berghoff would be higher as would almost any small batch beer.

Neither have a claim on who generally makes the strongest beers. There are thousands of labels produced in the U.S. & Canada. And they range from 4.0% to 25%. If you want to know who makes the stongest beer out of the two counties, it is Samuel Adams Utopias. It comes in at a whopping 25%abv.

On average between these 2, Canadian.
But go around northern europe especially Netherland, Denmark, Sweden, Germany and Belgium and you'll truely understand what strong beer / ale is all about.
