Yes your best bet is macromedia (adobe) flash.
You can download a 30 day trial from their website. Also it has a very easy learning curve for animation and the like and is supported by about every browser out there. Aven mobile phones support it these days.
If you want to dabble in web animation you cant do better than flash its the industry standard for it. It can also be used to produce applications and other more complex stuff but it can make a stick figure animate if thats all you need it to do.
download the pro version, its got more features, you might never use them but it doesnt hurt to have them.
There are a few other animators out there but flash is the daddy.
