If you mean confetti rice. Try this.
use chicken broth instead of water to cook the rice. When most of the broth is absorbed add sliced & diced red, green and yellow peppers, and chopped onion with a pat of butter and black pepper. Cook til onions and peppers are tender. (you can also add fresh mushroom)

200 g basmati rice, rinsed
2 tablespoons vegetable oil
2 bay leaves1 teaspoon cumin seeds
1 teaspoon black peppercorns
1 teaspoon salt
1. Heat the oil in a pan, add bay leaves, cumin seeds and peppercorns and fry for a few seconds.
2. Add the rice and salt and stir for 3 to 4 minutes.
3. Add water. Make it twice the depth of the rice. Bring the water to the boil.
4. Reduce the heat to low, cover pan with a tight fitting lid and simmer for 15 minutes until the rice is tender and the liquid absorbed.
5. Loosen the rice with a fork and serve.

BEEF & PEPPER RICE SKILLET
1 1/2 lb. round steak, cut in thin strips
2 tbsp. cooking oil
1 c. sliced onion
1 c. converted rice
1 can (10 1/2 oz.) beef broth
Water
3 tbsp. soy sauce or to taste
2 green peppers, coarsely chopped
1 jar (2 oz.) sliced pimento, drained
Brown beef in oil in 10 inch skillet. Stir in onion, rice, beef broth, 1 soup can of water and soy sauce. Bring to boil. Reduce heat, cover and cook over low heat until liquid is absorbed, about 25 minutes. Stir in green pepper and pimento. Heat through. Makes 4-6 servings.

BLACK PEPPER RICE
INGREDIENTS:
8 tablespoons vegetable oil 50g/2 oz onions, finely chopped 400g/14 oz basmati rice
2 fresh green chillies, split lengthways 10 curry leaves 1 teaspoon mustard seeds
1 teaspoon cumin seeds 1/2 teaspoon black peppercorns 1 teaspoon salt
Vegetarian Recipe: Coconut Pepper Rice
Makes: 1-2 Servings
Ingredients:
1 Cup Rice
2 1/2 Cups Water
1 Tablespoon Garam Dhal
2 Green Peppers - Diced
1/2 Teaspoon Salt
1 1/4 Tablespoon Mustard
1 1/4 Cups Coconut - Grated
1 Tablespoon Oil
Directions:
1) Boil water. Add rice & cook.
2) Put remaining ingredients in a frying pan & fry.
3) Add frying pan contents to boiled rice and cook for 6-7 minutes.
4) Serve!

Boil 3 cups of rice in water, drain, and add pepper to taste. Allow to simmer for 5 minutes and serve. I just thought of it.

Are you talking of black paper rice? In this case, it is simple - when you cook rice add a small quantity of crushed paper and cummin seed, and little salt. You can add chopped onion as well and once the rice is well cooked, you may sprinkle on top some chopped coriander.
