Yeah, going w/ out shoes and socks, or wet hair won`t hurt- as long as it is in the house, and right now (December) it`s cold out and make sure the house is warm

It sounds like allergies to me too but your mom does have a point. Any time we are chilled we can aggravate the situation and if we do end up getting a cold we want to stay warm. I suggest you do the following: Have the child take a bath way ahead of bedtime and his hair is dry, get some hypoallergenic bedding for him. Make sure the mattress is turned often and if it is an old mattress then now may be the time to go buy a new one that is also hypoallergenic (not sure I got the exact word right here but I mean stuff made from material that the child will have less problems with.)
Do not smoke in the house or around him.
Also, take him in to the doctors to rule out any bacteria or illness.
You may also want to get an air filter system with a Hepa filter to get rid of any particles in the air that your son may be allergic to.
Make sure the filters for the air circulation for the house are replaced monthly.
All these things I had to do with my son too and he finally got better. Good luck!

No, these actions by themselves will not "cause" a cold. However, it can lower one's resistance. My daughter hates socks and we also put her to be with damp hair -- I don't think these things will cause a child to catch a cold. Your assessment regarding an allergy seems right. If the discharge from him nose is clear, it may be caused by an allergy. Try an over-the-counter children's allergy medicine for a week (claritin D for children), if it works - then you'll know he's allergic to something and that's causing the runny nose.

Wet hair on a pillow can cause more dust mites to inhabit the pillow. If your child is allergic, they will experience more allergy symptoms if they continue to go to bed with wet hair. However, they will not get a cold from it.
Being cold just causes discomfort. Germs and bacteria cause illness.

No, but sometimes I'll get a runny nose just by being outside in the cold. I'm not sick...just sinus drainage due to extreme weather change.

No..people do not get runny noses from any of the reasons you mentioned. A cold is caused by a virus.

no he cant get a runny nose because of that but if you take him to the store and have him pick out a pair of slipper that he will like but you have to let him pick them out, my son hates where socks to but he pick out these thomas the tank slippers and he doesnt let me take um off now they are so worn out and they smell cause they make his feet sweat and ive even bought him new slippers that he didnt pick out and he doesnt want to wear them only the ones that he picked out but maybe that will help alittle bit with the cold but mainly bacteria and germs cause colds

Those are just old wives tales. Being cold does not give you a cold.
