At that age, they'll like just about anything. He'll probably play with the box and bow mostly. There's a 4 set of cars that you pull back and they move forward on thier own made by the Parents brand. I think you can find it at Target. They are big plastic/rubber cars, so they are soft and have no choking parts. It comes in a fairly small square box.
My son got a set for his 1st birthday and he likes them. he doesn't use them correctly yet, but he thinks they're a gas to watch!.
You should check with the airline for the regulations. I believe I heard my radio station talking about how even in checked luggage, they'll unwrap the gifts to check them out. You may want to consider bringing wrapping paper, or borrowing some from your nephew's parents when you arrive, just to make things easier.

My son is that age. These are things he loves:
Toy cars and trucks
His firetruck with noises
Hardback Books and soft ones for the bathtub
Soft, waterproof toys for the tub
Leapfrog Brand learning toys with lights and sounds
Balls of all kinds, he loves to throw and kick them
Stacking toys and cups
Large piece puzzles
You will find that children that age are very easy to please. My son is often facinated just by the simplest things like an empty papertowl roll, or something that crinkles like tinfoil. Try not to get anything too messy and I'm sure his mom will appreciate that.
Also, I am sure like most moms, he has enough clothes so steer away from that too.

Try getting him a little people toy. I got a dinosaur set for my nephew who is two it comes with a baby a mom or dad and an egg. It's child safe really cute and some of the pieces move. The package would be about 6 in. by 6 in. by a foot. :)

Something small from Fischer Price how about a Glow Bug they are soft and should fit really well in the suitcase. But watch the boy he will be playing with the boxes, paper and ribbon more than the toys ;-)

look, the nephew does not care, will not be able to remember, and will ultimately outgrow anything that you buy for him.... so you really have to buy something the parents will like and since you are his uncle, it again does not matter what you get as you are family.... so buy him what any 1.5 year old nephew would want: anything to do with trucks (dump trucks are very popular)- even at his young age (i.e. it will still be popular with him for along time)

Try the Fridge Phonics Letter Set by Leap Frog. I bought this for my son for his first birthday. He absolutely loves it. Even now that he knows all of his letters, he still plays with it in the kitchen when I am cooking. It's a great way to keep him occupied and teaches him letters and letter sounds as well.

Every little boy loves Thomas the Train. Get him a little train set, the box isn't that big for a simple one and it would fit right in your suitcase. My son is 5 and he still loves it! If you wanted something smaller my son has also always loves cars or trucks.

I'd get him some sort of stacking blocks..ones that fit into each other and are compact to carry! They like boxes more than the actual gift at that age!

Ask him what kind of games he likes or what kind of system he has and you can get him something for his playstation or whatever. Or gift cards are always a good gift.
