Actually, it is. Google has the largest computer engineering think tank in the industry and Microsoft reportedly has a committee that tries to plan ways to destroy Google. Hence why Yahoo and Microsoft have been tight-knit lately. If you watch Google's profits you might notice how they have slipped since Microsoft and Yahoo started backing eachother. It's all very interesting to watch.

Google aren't going to go into the offline desktop market, I don't think. Their revenue streams and business model is specifically targetted towards online apps and AdSense revenue. What's more likely to happen is that they'll partner with someone to release webtoolkits integrated into a Linux distro. Some of the Google APIs and stuff onboard. I don't see google developing their own offline platform at any point.

There's too much hype about the future of online services nowadays, for them to essentially take a step back on the evolutionary chain and offer static desktop apps. I think they're much more likely to add functionality to projects such as google docs, and try and bite into MSFT's home office share, through the use of web apps, rather than compete with the behemoth on their own turf.

While I would welcome a google OS, I really doubt it.

Google hires engeneers to make motherbaords and power supplies optimized for what google does, but it does not mean they are going to start selling PC's.
