It is easier to purchase a potted plant from the garden center because bay laurel is slow to propagate. If you were inclined to try; take a 4 inch cutting of new growth and strip away all but the top 2 leaves, dip in rooting hormone and plant in a ½ sand ½ peat mix. Cover with clear plastic and place in a warm shady area. Rooting should take 2 weeks or more.

Bay Laurel Nursery is a mail-order nursery offering over 500 bare root fruit trees, bare root berries, bare root shrubs, and bare root vines.
Planting into a pot would be a bad idea. Now is a good time to move it - get plenty of the fibrous roots - don't worry about the big ones so much. Make sure you plant it the same way it is facing now, so tie something on the north or mark it with a texta and make sure it is facing the same way. It should be fine as long as it does not have to cope with a sudden lot of hot weather.
