The 1999 Safari only has a 4.3 liter v6 engine, so I'll assume that's what you meant. Check fuel pressure, it should be 52-60psi. Check ignition at the spark plug wires for voltage [don't touch these while cranking the engine]. Most likely you either lack fuel pressure for ignition, which could be caused by a variety of things. The most energy and cost effective way to find out, is take it to a dealer and pay the diagnostic fee [usually 80 or less] for your answer. Some dealers will waive the diag. fee of you approve the repairs on the vehicle, saving you at least the amount of the fee. If you need actual repair info or diagnostic help, email me. Good luck.

There should be a dummy light on the dash lit up.
Gas engines work as you know with fire(plugs, electrical), and fuel ( pumps, filters) , I am sure one or both is messed up. Check the plugs for a spark, check the fuel flow. tIming chain could be off too, what's the mileage.

I think you have a 4.3 v-6 not a 3.8, I would ck to see if you have 12 volts at the pink wire at plug-in on coil. it might be the same problem i have seen with wire breaking inside insulation and not firing.,also coil wire may be grounding out and causing this. do this before replacing any parts.
