Doing it this way is A LOT BETTER than using the "website based" building tools because they are very limited in what you can do! You'll be MUCH better off using Microsoft Publisher.

It depends upon what variety of web page you wish. You should purchase/use templates in which you simply upload content material to already designed web sites. You coud be taught coding and methods to make web sites with colossal knowledge. If you wish some thing fast and handy use a WYSIWYG ( what you spot is what you get) editor. Thou I dont see any link to this question in 'women's health' , I wl try to answer you.
1. Check if the domain name you are looking for is available from sites like www.idiya.com
2. Register it 1st
3. Get some webhosting space. Space depends on how much amount of data (or pages) you need to put and number of email Ids , databses . etc.
4. Design your pages using some webdesign tool if you know any. (Or get it done with a professional like me.)
5. Upload the designed pages using some ftp software or using net2ftp.com. (id/password will be given by webhosting provider)
The whole thing may take couple of hours to days / weeks depends how fast u do or number of pages etc.

You look at other pages that you like and view the source code that generates the page in the browser. Then you use that to get an idea of how you want your page to look like and have in it. If you want to be successful as a commercial endeavor then you should have unique "heroin" content.
Then you have to set up your page on a server or host. And purchase a domain name etc.

It depends what you want it for and what you need it to do.
Your ISP probably gives you some free space you could use for a homepage (photos etc).
If it is for business purposes, you can't go wrong with Site Build-It from sitesell - we have been using them for years.#
