Newcastle fans are always impressive.. 50,000 at home despite their team being consistently rubbish and not winning anything since dinosaurs ruled the earth. Plus they take thousands away as well. Always very noisy.
Portsmouth fans are always very very noisy and get behind their team even when they play badly.
Man. Utd away fans are impressive, but probably only through the sheer number of them. But at home, there are way too many corporate "supporters" and tourists to make a good atmosphere..too many at Old Trafford are there just for the big event, not to support MU.
Chelsea is full of tourists and the corporate prawn sandwich brigade, who only get excited if their coffee is served at the wrong temperature. Its more like a business meeting than a football crowd. Plus, the ground was always half empty a few years ago, before Abramovich turned up ...which says a lot about the sort of fan they attract now.
Arsenal's new stadium has a weird atmosphere..looks good but its even quieter than Highbury was. Its like they are embarrassed to sing. Again, the corporate "fans" aren't really interested.
But most of the "best fans" are at teams outside the Premiership.

Manchester City fans have stuck with their side through it's fall from the premiership down to division 3 and back again. Fan numbers didn't alter. Every other answer here is for a team that is succesful and has a large following, big deal. A proper fan is one who travels 180 miles to see his team play Wycombe Wanderers (and loose) I'm surprised all the Arsenal, Liverpool and Manchester United fans haven't just swapped their red for blue and started supporting Chelsea.

By far and away, LIVERPOOL.
No one else in England comes close.
(edit)
I would just like to point out that if you took an average number of fans over time (therefore discounting success) Liverpool would have probably the most both in the UK and in any other country.
I meet Chelsea fans everywhere NOW, Arsenal and Man. U fans within the last few years; but there is never a shortage of Liverpool supporters. Everyone else just gets a smattering here and there.

Well i am a wolves fan and a season ticket holder who goes home and away, and yes i know what your thinking but im not going to say we are the best, unfortunately like many other clubs we have some very fickle fans who only sing when there winning.
Here are my top 3 clubs for fans and by fans i mean the ones who you can hear over a home team even when 3-0 down.
3rd place Newcastle 2nd Sunderland and the winners Portsmouth, they are unbelievable, ive witnessed this 1st hand, not the biggest club supporter wise but definately the best supported

bucking the general trend here as i follow liverpool
1- newcastle. always a great atmosphere when i go to watch liverpool there.
2-manure away. very vocal. not like those corprate tossers who only sing when they're winning.
3-west ham. always have a good time at upton park and those guys are great fans
anyone who says chelsea really needs their heads looked at. the real fans are great but this new breed of glory hunters need to get a life

Man utd have the most at 76,000. Portsmouth at home average about 19,000, yet they are far louder and more passionate, more doesnt mean better , portsmouth fans are the best, i have allways been impressed at my club blackburn by them.
