the water supply has not frozen. The pressure has not dropped in any other tap and it has happened gradually over a week or so.

It sounds to me that the part of the valve that the washer is connected to (the jumper) has come away from the rest of the valve. It's easy to remedy, turn off the water supply and open all of the cold taps until they stop running, take the handle off the tap (there will be a screw under the 'cold' marker, or a screw on the side of the handle), unscrew (by hand) the part that the tap spindle comes through (hold the tap in position when you do this) and this will expose the (brass) valve.
Hold the tap and unscrew the valve using an adjustable spanner, you will see the part with the washer on it, put the handle back on the top of the spindle and while holding the valve with the spanner 'open' the tap as if you were running water, the jumper will move back into the tap and the job is done.
Reassemble in reverse order.

It could be that the washer in the tap is stuck in the off position. If you think the pipe is frozen, then you can try putting a cloth on the pipe after soaking it in hot water, but when you do this, leave the tap open because frozen water expands when it is heated and if the tap is closed the expansion will burst the pipe at the weakest point.

You might want to shut off the water supply to the cold side of the faucet by looking underneath the sink and firn the cold side valve and twist till it is off all the way. Then you can unscrew the cold water side of faucet. If you do not turn the water off first you could have a small geiser of water and the sink won't be the only thing that will need to be fixed if the clog is not in the faucet. Clean the small mechanisms along with the "o" ring of all dirt. don't loose any pieces and remember where and when they all go back together. Tighten everything properly and turn the water valve on again. If this does not work call a plumber.

Your pipes have frozen in the loft.
The upstairs water supply is delivered from a storage tank, wheras the cold water downstairs is directly from the mains. Which is why you shouldn't really drink the water upstairs - you don't really know how long the water has been stored.
As water freezes, it expands, which can split the pipes. When the ice thaws, you will run the risk of being flooded. Worthwhile calling a plumber - just in case ..........

HAS IT STOPPED ON THE OTHER TAPS? IF NO THEN YOU DO NOT HAVE FROZEN PIPES

MORE LIKELY THAT THE TAP MECHANISM HAS FALLEN TO PIECES IF YOU ARE DIY ABLE IT IS NOT A BIG JOB OTHERWISE I'M AFRAID YOU WILL NEED TO CALL A PLUMBER

IF YOU FEEL YOU CAN DO IT YOUR SELF , FIRST TURN OF THE MAINS WATER , REMOVE THE TAP HANDLE (THERE IS USUALLY A CONCEALED SCREW , THEN UNDO THE BODY OF THE TAP PULL IT CLEAR AND YOU WILL PROBABLY FIND THE MECHANISM FOR THE WASHER HAS COME APART PUT IT BACK TOGETHER AND REVERSE THE ABOVE INSTRUCTIONS GOOD LUCK

The water has frozen. I strongly suggest you do NOT mess about with it, as I suspect your mechanical aptitude is limited.

You might want to try turning up the heating in your house a little. If you have a loft, open the trapdoor which will warm up the loft a little.

Don't start dismantling things, or trying to apply sources of heat direct to frozen pipes. You'll be sorry!!

Sounds like a blockage somewhere.Your cold water tank in your loft maybe frozen or if the pipe is on an outside wall then that could well be frozen.

Well it sounds either like you have a blockage, or you have a leak in one of the pipes leading from the tank to the tap!

Best thing to do would be to get a plumber in to look at it!

simply unscrew the cap at the end of the spout where the water comes out. clean it real good, tap it on the sink a little. Your screen in it is getting sediments. 99 out of 100, that is your prblem

Has the float valve in the roof tank stuck closed?
Is the mains water pressure very low?
