Fashions vary from country to country. So you cant really compare nations to nations.

I can understand how a perception of taste develops, and one mans meat is another mans poison, but how can you possibly state that people in the UK generally have no taste, when youth culture globally is often born in this country?
Italians may choose to pay lots for a sharp suit, but they, along with everyone else, are usually a couple of years behind with street fashion and often fail to pull it off with the natural flair of the British.
The rock/pop music culture in the UK is so more developed than any country except the US, and as a result many of the looks developed on these shores are eventually exported and (poorly) copied.
Carnaby St and Mod defined the 60's, Kings Rd Chelsea and Punk the 1970's, Doc Martens found fame between these times, and are still popular around the world.
The whole retro look was inspired in London in the early 90's and still pervades modern street dress in most cities around the globe.
I think though there is a definite social link between culture and "looking good", if you are born and raised in a rural village in a poor country, you likely have neither the need or the urge to dress in the latest designer clothes and pay significant sums to impress others, for what is ultimately just a practical piece of cloth.
When you look at it that way, who are the real fools?

People in Europe have access to better quality clothes at cheaper prices. For example, when I was in France and Italy, I noticed that in general there will be one item that will really be in fashion. One time it was everyone had red hair, another time it was the faux fur trim on the jacket.
I think they're alot more open about fashion, you can wear anything as long as its your style, whereas in the UK or US or Australia, if you don't wear exactly whats in the magazines people think you're a dork ;)
So the secret is-they wear better quality, embrace their funky side and always dress neatly and to their personality. They're not afraid to stand out in a crowd.

It really just depends on your lifestyle and culture. In the US some people dress up everytime they go somewhere. And other people dress like crap everytime they go somewhere. Some people just don't care. Italy harbors some of the most beautiful people in the world and they live in a warm climate so they're more carefree. And believe me climate has a lot to do with it. I've lived in New York and Miami. And while some people dress nice in New York just about everyone dresses nice in Miami. Its just that whole carefree attitude.

It's because in some countries there is generally a higher sense of appreciation for all things beautiful.
This is reflected in the arts, as well as in everyday living - I have travelled a lot, and sadly in some countries around the world aesthetics are practically non-existent.

It's all a matter of taste. Some people put a lot of time & effort into their appearance but I (or someone else) might still think they look like a tramp. Taste is way too personal a thing to generalise about.

i think maybe it's just that people from different countries go through the diff fashion trends at diff times. By the time it gets to the uk it's probably deemed as unfashionable everywhere else in the world. Although, i don't think people in the UK are unfashionable.

maybe it's you who doesn't have a fashion sense and the one you like just takes place in italy.Uk is known to have well dress-up people so maybe you need to look more carefully and over a large scale rather than making judgements on a small scale.

I don't think it does differ really, You still see people dressed horribly in Italy just as you would in any other country. Its just the stereotypical views of one & other countries.
