Democracy is intended to mean "government by people and for people" but it seems that no one understand what it really is. Government can be said of two kinds, the government as a group of persons and the government as a system. Though all members in the government as a group of persons, the rulers, are mostly the top people, yet, they understand democracy only very little. The democracy they understand is only the first tiny step, the "by people" things. This first step is very short; people mark their ballot papers and put them in boxes. The rest of democracy, the "for people" things, would be usually left amid the traditional bureaucracy of the government as a system. The rulers will do "for people" things only when the stability of their power is concerned. I have been with democracy all my live but found only that the governments as groups of persons would know very well that democracy was the government by people but they all assumed that it was eventually for themselves. I might be a narrow-minded. I have never been to anywhere outside my country.

It is the form of Govt. in which people choose who will lead them.
