what is meant by "Housing accommodation"?

Would you please explain the term "Housing accommodation" to me . Housing is the same as accomodation so why we say "Housing accommodation" !

Because they accommodate you with housing specifficly. Accomadation just means they will provide you with a specific service or item. Like someone can provode you with seating accommations at a restaurant, or clothing accommadations at a summer camp.

I think it differentiate between a dormitory accommodation and independent house or flat.
