Definitely!I think that this person knows from the start, that the question he/she is going to make is going to discomfort the other person! Maybe this is not his/her intention, but wants only to take the answer!

Possibly, however ; many times the person asking the question and prefacing it in that manner indicates, ( and is validated after they complete their question ) that ; they are struggling with communicating clearly....the question they are asking is uncomfortable for them to say out loud.........hence they begin with a pause and indicate to you I want to ask you this question...and I don't want you to take it the wrong way---------
