No. I'd get really cranky if a neighbor woke me up at 4am for anything but an emergency. The least I can do is show them the same courtesy.

the person who does that either needs education about social norms & etiquette
or if she, like you, actually finds it fun, then she needs to find something better to do with her life instead of trying to get attention through sick means.
