Nope, Bush has already said he won't sign...but the draft bill has been limited to people under 26, so I am not going to fret.
The bill that Rangel is trying to pass is a statement, not a chance in passing.
"As in the 108th Congress, the new bill would cover all men and women, 18-26 years of age. It would make military service compulsory for the number determined by the President or alternative national civilian service for those remaining. The length of active duty service would be reduced to 15 months, in line with the recent change announced by the Army. As before, deferments for education would be permitted only through completion of high school, up to age 20, and for reasons of health or conscience."
A majority of the senate and the president say that they will not support this bill.
"In 2003, Rangel proposed a measure covering people age 18 to 26. This year, he offered a plan to mandate military service for men and women between age 18 and 42; it went nowhere in the Republican-led Congress."
"Outgoing Defense Secretary Donald H. Rumsfeld told Congress in June 2005 that “there isn’t a chance in the world that the draft will be brought back.”"
In reference to Jimmy's statement, IF the draft is implemented, yes, he can be drafted if he only has a green card, because one of the requirements of a green card is registering for the draft.

I think the only way the draft goes into effect is if the troops suffer so much loss of life that we can defend ourselves as a country. As far as i know its still a volunteer millitary. I dont really se that happening though, because to be honest the only reason we are having such great loss of life is because we are trying to please the world. We lost most of our troops trying to secure Iraq than we did during the whole invasion. If were to get to a point were we needed to install a draft to replenish our troops, we would just bomb the hell out of whatever our problem is at the time, and wipe our hands clean with it.

You must be of draft age or you may not be concerned. There has been no presidential or executive order to reinstate the draft. Furthermore, the president can not do this on his own accord. This would have to be voted on in Congress.

No but it's totally possible, but you see, Pres. Bush just made a speech this morning about increasing the number of troops, (Army and Marines). I know they will be offering sign on bonuses, and I really don't think you have much to worry about. if you are really that worried you may wanna go enlist in the Airforce now, because you will have it so much easier, you get treated a lot better and the pay is so much nicer. It's actually a really good "job", its now what you think when you think military. My husband works 3-11, that's if he even has to work. He's worked about 5 days in the past 2 months. You get health insurance, housing, lots of money. If I didn't have 2 kids to leave for bootcamp (which btw is a joke) i would enlist. me and him would have so much money we wouldn't know what to do with ourselves.

The President does not have the power to sign something into law without Congress. That is the whole basis of the checks and balances system of the United States.

The draft will smoothly pass through the Congress because most of them support the war on terrorism. They are even willing to send their children to the incoming wars against Iran and North Korea.
