It's not Ram. First test the power supply. If oyu dont have a power supply tester try using a different power supply. Isially though in situations like this it is the motherboard. It refuses to conduct electricit properly. Any competent computer guy could tell you in 15 minutes.

We need to trouble shoot on this mate... Good part is, you computer is getting power as the LEDs are lit and the fan runs.. It goes off because the processor ain't running... Your computer needs to do a lot more checks and has to load some things before it lets you logon.. Now, I can help you troubleshoot on this, but I'd rather suggest you contact ur system vendor/manufacturer. .... Let me know if you have any questions...

The same thing happened to me a while ago. They said it was the power supply. You can go to office max or your local computer store and get a new one. Or take it to the computer store and get an estimate on how much it is to install it for you.

1- Check your RAM(s) to Insert correctly .
2- Check your Power Supply to working .
3- Check your Case Plugs (the narrow wires that insert on your mainboard ) to plug corectly . Check all of them by looking on your mainboard USER MANUEL .

Also try resetting the BIOS and CMOS Jumpers on the mainboard. One of my friends had this happen to his computer and that took care of the problem.

check the power supply, possibly a bad PS,. if it is not that, then you have a bad Mother board

reinstalltion of power management will fix it.
start>>run>.
type "devmgmt.msc"
click plus sign agianst system device and right click on APCI and choose uninstall
restart.
if it does not solve your problem then you need to perform a clean installation of windowsXP

as a comp engg my sugg
if ur SMPS fan is getting OFF means there is no other hardware failure it only the prob with SMPS, change ur SMPS and surly it will work no doubt in this
