In Niagra Falls Ontario the drinking age is 19.
In Niagra Falls New York the drinking age is 21.

The legal drinking age in Ontario is 19. Despite what another person has said I don't know of a single province that has a different age for beer and liqueur.
Also as will all places there are some bars that don't do a very good job of checking ID's. Those are the bars you want to stay away from
As far as ID is concerned a driver's license or passport will do. It has to have a picture on it that looks like you. You may have a harder time with an out of province or out of country ID.
Also remember that Ontario is completely smoke free. Which means that you can not smoke in any bars, or restaurants. Pretty much anywhere that has walls, means no smoking.

On the American Side 21.
On the Canadian Side 19ish, they don't care as much. Some Provences have different laws for beer or hard liquor.
Don't get so drunk you fall in...it's quite a long way down...

If you're in New York, 21.
They DO check your ID regardless of what country you're in, and they ARE strict no matter what country you're in.
