Even in orbit astronauts are not experiencing zero gravity, really they are in free fall. The net force is equal to zero, but gravity is still there. The only way to experience true zero gravity would be to go into deep space, far far away from any celestial bodies. Ajo, drop a stone in the water. What happens?

An aircraft can travel downward in a graduated dive at the same speed as a freefalling person. This is used by NASA to acquaint astronauts and candidates for the space program. The flight is called the "Vomit Comet".Even though the plane is still around you, its not so much 0G as it is a synchronized fall...without the parachute.

For Training with the spacewalk hardware huge tanks are filled with water to simulate zero G, but it is limited. The water resistance is hell on speedy movement.

its not possible, unless you can tunnel to the center of the earth. whether you jump off a building, float in water, take a dive in an airplane, you might be simulating what zero g is like, but it is not zero gravity created artificially.

Every flying object (birds, planes, etc) fly by creating zero gravity all the time by making the lift force equal to drag (gravitational) force.

zero gravity in a way is when the body experinces wewightlessness. that is there is no wieght to that body. one can do this by freely falling from a height. like jumping of a plane, cliff, mountian.
