Not where I live. It's warm here year-round.
I live in Guam. Well, actually I'm stationed here, originally from Connecticut.
I read somewhere that more babies are born in December and January, which means they were conceived in March and April, which are not cold months in most of the U.S.
So I would have to say that it might be true.

Ever heard of a nice and romantic log fire?
Warm mulled wine?
A few chestnuts roasting, some pop corn smothered in warm butter or some melting & delicious sweet marshmallows?
Cuddling up in front of the fire and watching your lover`s cheeks getting redder and hotter, a few drops of sensual sweat trickling on their forehead...
Where do you think all this leads to huh?
Besides, how else are you going to keep warm this winter shivering away in your big, cold and empty bed?

Actually, I would think because you are cuddling closer to get warm and you are having more body contact it's more likely to increase the chances of becoming turned on. I work in a hospital and we have more babies born about late spring or early summer.
