Is it safe to use a tin baking pan that has worn spots. That is the tin has rubbed off.?

No, the answer is it's time to pny up some cash and buy a new pan, I believe they are no more than $3

be sure to clean surface. then coat the pan with some type of oil so the batter will not stick.
