I would say its average size, but the functioning is the issue, but I have heard an interview with British public servants who knew Bush and he is apparently smarter then he appears

Why do we all call Bush stupid and then admit that he has taken most of the most powerful nations to the brink of global conflict to protect his business and financial (oil) interests?
Just because he is guilty of an occasional spoonerism doesn't make him stupid.
