Why do the hoods in the anoraks for the North Pole have a strip of hair around the face? Is it just for looks?

No, it prevents condensation from your breathe. Wolf fur is used for this because it's the only fur condensation won't collect on and freeze.

your breath leaves moisture and on cloth it would form ice crystals, however on fur it has a chance to dispel
