first you need to have a site to build your website on. you can either use free sites or use one that your service providers provide for you which is free also.
you need to know about html (the way your page will be seen by using tags etc). to start with you dont need to know a lot but you should know a basic html. plenty of sites on line to help you out with this.
you need to have graphics uploaded to your site or find a place to host your graphics like photobucket. its a free hosting site for pics and videos.
then you need to be creative. if you look online and search there are basic sites to help you set up your first website.

Well, it depends on what type of website you want.
Do you want just a blog? A personal site? An entertainment site? A service site?
It's not that hard to create a website. You can start by learning HTML and I recommend XHTML and CSS. (XHTML is like another version on HTML.) Use the free website offer on Yahoo Geocities and practice your skills before you invest money into a server or domain.
It would be nice if you can make your own layout. Use a graphic program. It doesn't have to be advance like Adobe Photoshop. Paint would do for beginners. However, there's lots of premade layouts out there and it's a good way to start.
Whatever you do, make sure your site has content and offers something to the visitors. Otherwise, it'll just be some dead site on the web.

-Basic HTML knowledge, a good html editor helps such as "adobe dreamweaver" .. you can find many tutorials online for learning html or get some books. it's farely simple.
-Hosting.. (www.mediatemple.com)
and an FTP client helps.. cuteftp is the best for windows. google it..
and a domain is a good step too.. www.godaddy.com
