What you do is you go to the Telma's bar and they will tell you the girl is missing. Afterwards you will have to go to the Zora waterfall and and at the bottom of the waterfall there are a bunch of Zora's standing around, and behind them there is a cave. Enter the cave and then the girl will give you a sketch of the monster terroizing the Zoras. Afterwards you will need to go to Kakariko (if you haven't already) and talk to the little Zora boy who will give you something to fish for red stinkfish (i think that's what they are called) afterwards you head back to the Zora waterfall and look for a rock that looks like a woman holding a kid and fish under that. After you fish and catch the stinkfish, drop it on the floor (don't let it go back into the pond) and turn to Wolf Link and smell it and follow the smell back to the cave and there you go.
