they were dry before i planetd the rose so i took them off. will the plant still grow and will new leaves come out of eyes that have already sent out leaves

i live in barbados

all the little shoots dried up in the stor e so i took them off

You don't state where you live--
in general-- if your hybrid tea was planted with the grafting knob above the ground-- then your green stems will produce leaves/flower buds of what you bought. If the knob is below the earth then you might end up with the rose that was used for the grafting root-- which is usually a 6 leaved very old rose-- very small blooms that smell very good.
Taking off the dry branches was a good idea-- sometimes they appear dry but when you cut the branch-- the interior is green. As the plant ages, the initial stems turn brown but stay green inside.
Now you watch the plant to see if it is getting enough water-- if you have banana peels or bananas too old to eat-- put them at the base of the rose-- they love them!
