That you had to turn the water heater "fully on" is of concern.
I assume you mean you fully opened the water control valve at the water heater. This would suggest it was not previously fully opened.
This is a problem as this would provide a place for calcium buildup and thus restrict water flow.
These "gate valves" should always be fully open to avoid this situation. Closed only when performing maintenance on the water heater.

Assuming you are not flooded in water from the water heater and that only the hot water is affected (IE. normal pressure with the cold water), and the water line leading to the water heater is not undersized (too thin), then it is probably a calcium buildup.

You will need to identify then replace that portion of the pipe. You should also replace the water control valve at this time as they are not very expensive and they have a tendency to leak a bit once used after a long dormancy.

could be a lot of things, there are usualy valves under the sinks that might not be turned on all the way, you could have a leak between the heater and your faucet, the water heater could be plugged up, if there is a lot of minerals in your water. does the cold water come on full blast? you might have bad pressure. did it used to work well, and now doesnt. not enough details, here.
if you live where it is freezing, you could have nearly frozen pipes.

Is it a new water heater? Has something been worked on, or something new added? You might need a professional to check it out for you. The pipes might have been undersized, and now debris is lodged inside the pipes, thus reducing your flow. Hope this helps.

Take a look at it, under it, behind it and if you see any water around it than it's leaking, and you'll need a new one. We just replaced ours cause it was leaking.

you do not say if it is gas or electric.if unit is old,it could easily be clogged due to hard water.usually it will make funny noises also.everything is out sourced now and quality goes out the window.
