Any phot editing/viewing/organizing software like faststone image viewer, irfanview, gimp,photofiltre etc can save file as icon file.
But there is a very very very cool small software that only does this and does smartly. That is adsen icon maker. Just select the file and click save icon. Done in seconds. Go get it now:

You can first do this by when you choose save-save as click the down button and choose the image format to ico or get a program called fireworks.

the best software i came across is digitope pixel shop
which converts images to icon ... with no effort...
you can try that to convert image to ico
and the rest of conversions you can do with photoshop
