I worked for a company seeking to buy timber from private landowners. I would contact various county records offices and have them print out a report for a small fee. All landowner information is public and available at the county assessors office. We would then send out a mailer with a return postage card in it if they wanted to be contacted. We did not have to get permission from the post office.
The one thing you might check into is how to get bulk mail rates through the post office. Just stop in and talk to a clerk, they will be able to help you.
As long as you are soliciting for a legitimate business, you should be just fine.

It is legal, but for convience talk to your local postmaster. They may have a computer program that lists the addresses in the zip codes you want to target.
Another option is talking to a mass-mailer who prints coupons and fliers in your area. They should be the most effective way to reach potential customers, but it might be a bit pricey.
If you need more suggestions, try contacting your local Small Business Administration office. They should have helpful tools for you.

If you want the flyer to show up in a mailbox, the only law is that you have to pay the postage, and let the USPS deliver it.

Yes, it is legal. Politicians ans do it all the time before elections. We get a lot of junk mail so it must be legal

well I certainly get enough mail that I didn't ask for so I don't think there's anything illegal about it ... unless it's the content of what you mail that could be a problem.

I don"t think so, I believe that they must have subscribed or given their number to you in some way. I believe its called mail fraud. Check with your local post office, they will tell you.
