I would recommend you to go to a makeup or beauty website, it usually has a section where it tells you what colors go well in you depending on your skin tone and hair color.
Once you have your color pallette, then you go to a store and see if they have samples, usually all the department stores have, of course this are more expensive brands than the ones you find at Walmart, but try to see how the colors look on your skin, usually they change a little once you apply them specially depending on the quality of the brand. There are some woman in the department stores that can help you choose the colors also, I believe they even put make up on you for free (I am almost positive)

For warm skin
With yellow undertones, generally freckly skin and brown eyes -- use muted browns, creams, lighter pinks and beiges. Give eyes greater definition with a soft kohl lining and balance with a delicate lip colour.
Cool skin
For pink undertones and English-rose types -- use lilacs, pinks and plums. Bring colour to cool skins with a creamy or glossy lipstick, playing down the eyes and using a gentle blush to the
cheeks.
Neutral skin
With a balance of cool and warm -- use cool lilacs and pinks or warm browns and creams. You can get away with bolder shades for a dramatic look.
Ready, steady -- apply!
If you’re doing your own make-up, stick to these simple guidelines and make up your face bit by bit. The key is in confidence, patience, and time -- allow yourself plenty of it.
Foundation: For summer brides, the light will be overhead, creating a soft focus and allowing you to go for a warmer or more bronzed look than usual. Winter daylight is harsher, so winter brides, on the other hand, should choose a
To look your best it’s wise to find out what make-up is just right for you.
Skin tone
What tone are you? If your skin goes pink in the sun, you have a cool complexion, whereas skins that go more golden or bronze in the sun have warm skin tones. If you blush easily and go pink in the sun then brown, you have neutral skin. Here's the summary:
foundation that is as close to their skin tone as possible.
Lips: Choose a lipstick with staying power, as you'll be kissing and posing for photographs all day long and don't want to keep sneaking off for touch ups.
Eyes: Use eye shadow to highlight the eye socket by blending and contouring colours to create a shadow effect. Build the colour gradually for a subtle look. Bring in colours from your wedding theme but be careful not to use too many colours together; two or three eye shadow colours are enough.
Lashes: Use black mascara for your wedding day, even if you're very fair and usually go for brown -- it'll show up better in your photographs.
Cheeks: Apply blusher over your foundation and set in place with powder over the top. Reapply before the evening reception for a bolder evening look. Apply blusher on the apple of the cheek and use pink or orange, not bronze. Use a white highlighter.

Decide what you want to do first, are you looking for coverage or to accentuate what you have. Pick the product for your skin type(ex. oil control, dry) It's really helpful to go to a department store like Macy's where there should be a "makeup artist" there who could advise you on the best products for your skin type. You don't need to buy what they advise you (they do want to sell something after all) but the info' will give you a jumping point as to where to start looking for in a good make up.

It really depends on how willing you are to trying to new things. Id say if youre looking for something REALLY flattering go by your eye color. I dont know what your eye color is but pick a color that would complement it. If you ask a cosmetics girl behind the counter she will know what looks best with whatever eye color you have. I just walk into a makeup store and pick whatever shades appeal to me and that I dont have yet. Theres soo many colors thats whats so great about makeup. You can pick whatever appeals to you and be as creative as you want, thats the fun in the whole deal. I have about $2000 worth in my collection but thats cause its my passion and Im going to school to be a makeup artist. I love it!!! So just remember to have fun with it!!

Bare Minerals and other Pure Crushed Mineral makeup are the Only makeup brands recomended by skincare professionals because pure mineral makeup wont have an adverse reaction to the PH of your skin and pores.
As far as Color choices you should choose a Foundation that matches the skin on your jawline where your jaw meets your neck because this ensures you will have no line of demarcation where your makeup stops (do not match to your hand as your hand is not the same exact color as your face)
Dont match colored cosmetics to your clothes (ie green shirt, green eyeshadow). Also dont match your eye color (ie blue eyes, blue eyeshadow. green eyes green eyeshadow- brown on brown is ok though). Colors that are on the oposite side of the color wheel are good matches. Remember if your match comes up as Red or Orange that doesnt mean you have to wear red or yellow eyeshadow, try a brown with a hint of red in it or a soft peach.
Colors should ultimately be chosen while keeping in mind the Triad of beauty: Hair color, Skin color, and Eye color.

You can choose your make-up depending on weather in living place, based on your natural skin colour and type, based on your nature of hair and how you like to presnt yourself in public.
Above all you need to select the make-up with ensuring that your skin doesn't reacts to it.
I wud advice to live with nature rather going for artificial make-up as i even don't use powder for my face in last 10-15 years the only cosmetic i use is hair shampoo that too not avoidable due to speed of life.

Depending on the make up's type and color and the content of chemical it has . Color must match you , The chemical content should be less . Then comes the type of your skin . If it is oily then choose according to that . This is my advice look on for more from my friends .

Find out whether you are a Winter, Summer, Autumn, or Spring. By this I mean, you're complexion. A great book to read is, "Color Me Beautiful" by Carole Jackson. Check your local library or buy it cheap at Amazon.com. This book will show you what your best colors are, and what type of makeup you should wear. Good luck!
