Snoopy and Woodstock met when a mother bird built a nest on Snoopy's stomach. There were two birds in it, and the mom never came back. Snoopy, one day, got fed up with the two birds, and threw them into the world.
Snoopy's first thought was that he was glad to be unburdened of the responsibility, yet later he appears to soften, thinking "here comes Woodstock, flying in his usual topsy-turvy way".

Snoopy was hanging out on the dog house and Woodstiock was trying reach the tree and got tired and wiped out right on top of the dog house with Snoopy

Woodstock pooped on Snoopy's head one day. Snoopy looked up and said "what the?" Then Woodstock said "oh, i'm sorry. It was an accident". The rest is history.

They didn't meet, they grew up together, just like ALL of the lovable Peanut's characters!

I dont think that their is a story on how they met, they were just two created characters that became closest friends.
