How do I go about setting up a web page without going through a company like yahoo, or go daddy?

You can get a free domain on some sites, for whatever reason I cant think of any specifics right now... it would be like (site).com/(yourpage)

Another way is through Yahoo etc, but you said you don't want that

And to add on to the other answer (regarding HTML), you would just write your HTML code into a text program such as notepad - then find a hosting place, and upload your file there.

Sort of scattered thoughts but I hope they can be of some use.

you can not first you need a domain name, then you can learn frontpage to design your pages then upload to your host
