Yes it is. City ordinances prohibit gambling in internet cafes. Cafes will be closed if found in violation of this law. In fact, it's more strict in our place. No pornography. No hacking. No student during class hours from 7:00am-5:00PM.
It's a business-friendly place. ****.

Gambling is legal in the Philippines and is controlled by PAGCOR, a government agency. There was a controversy about online gambling in the Philippines but I think it was already resolved.

have'nt heard of a law prohibiting online gambling here in the philippines. internet cafes does'nt allow it though, i think because of city/municipal ordinances and because most of users are students. authorized casinos and online betting stations are available in malls. entrance is very strict though. must prove you're 18 before you can enter. have'nt tried it. some friends said so.
