Because the USA leadership is full of hypocrites.
China has a HUGE effect on our economy. Sometimes our country has to turn a blind eye to the injustices of a country as important as China to compete globally.
NAFTA and other political policies of the USA require that we do business with the largest and most powerful countries of the world to survive. America isn't a self sustaining country.
I think that our politicians feel they will have a major impact on the future leader of Cuba because our previous administrations have always held such a strong position on boycotting them.

We are boycotting Cuba because this little island has stood up to many administrations and has embarrased the US on more than one occasion. The only people losing out on the embargo in Cuba is the cuban people. Boycotting Cuba makes no sense. However, I think is is infinately better in China than in many other countries. China with their economy going full steam ahead has no choice but to improve their human liberties record.

Because China is too big to pick on. Besides, they hold the mortgage to our economy and can yank our chain if they feel like it.
