they snip the vas deferens and therfore sperm cannot exit the body and this is a permanent form of male birth control, also known as sterilization, meaning the man can never father children. sometimes they say it is reversible, but i guess only in some cases.

The answers you have received are technically correct, the tubes which carry sperm from the testicles are cut and sealed/tied, therefore no more sperm in the ejaculate. It can be reversed, BUT, SHOULD BE CONSIDERED PERMANENT by those getting it done. It is a simple operation (15 minutes) in a doctors office, and for the most part causes only slight discomfort for the man. It is a wonderful feeling to be able not have to worry about pregnancy any more. Most doctors would not do it for a single man or even a married man with no children. However, if you look long enough you could find a doctor willing to do it for you. There are too many people in the world right now, we should all start taking responsibilty for our pro-creation habits.
ALL men should consider having the proceedure.

a small cut is made into the scotum where the vas deferens is isolated and cut. This effectivly cuts off the pathway for sperm to to leave the testicles. The sperm having no way out are re absorbed into the body and semen discharges are sperm free. It is a simple procedure perfomed in an office vistit and full recovery can occur within 2 days.

In a vasectomy, the tubes carrying sperm from the testes are severed (the vas deferens if I recall correctly)... after the guy has been 'snipped' he no longer has sperm in his ejaculate, preventing him from impregnating a woman.

Neutering is removing the testicles. A vasectomy is where they clip something inside the scrotum so the semen is never formed. It keeps a man from being fertile.

Its the procedure that men can get done to stop sperm or to stop having kids in other words (their women right) i heard is not reversible but then i heard the opposite too so I'm not sure.
