I don't know of anyone who actually thought that war is a GOOD and proactive way to keep population down, but the English demographer Thomas Robert Malthus (born 1766), a true economic pessimist, argued that this is exactly what must happen - whether one likes it or not.

"Briefly, crudely, yet strikingly, Malthus argued that infinite human hopes for social happiness must be vain, for population will always tend to outrun the growth of production. The increase of population will take place, if unchecked, in a geometric progression, while the means of subsistence will increase in only an arithmetic progression. Population will always expand to the limit of subsistence and will be held there by famine, war, and ill health. "

As so popular with democrats, they twisted McCain's truth which reported that u . s . a . would have a "presence" and under no circumstances a conflict in Iraq for a one hundred years. Our having a presence abroad for a lengthy time period isn't some thing new. We entered Germany and Italy in 1943 (for the period of WWII), Japan in 1945 and Korea in 1950 and characteristic not left yet.
