The solution to the problem in much easier...hold it until you find a restroom then you won't have to worry about being labeled a sex offender by accident!
There is no reason to speak out against the law because we are a civilized society and it is not socially acceptable to urinate wherever the mood strikes. If it were changed then every perv that flashes will use the "I was just urinating in public" excuse.

First of all Pee Stinks. If people are allowed to pee where ever the urge hits them, then can you image the wall outside of Walmart? It is a health risk. Pee can carry diseases like hepatitis A, B, and C for starters. The main group of public urinators are people who drink too much alcohol. They shouldn't be encouraged to be out in public like that anyways. Then there is the issue of public decency. We still live in a society where clothing over certain body parts aren't optional. I believe that if you really think you have a valid reason for peeing in public, you can still get a lawyer and fight it.

It boils down to intent. Depending on the state, your statute probably reads something like "whoever recklessly, knowingly, or purposely exposes himself...". Therefore, the inadvertent display classifies as sufficient Mens Rea or criminal recklessnes, such that you would be guilty of reckless indecent exposure. There is nothing wrong with that; public urination is a crime in and of itself, so anything incidental to that is sufficiently linked. As for lobbying, it is doubtful that a politician will risk is constituency by focusing on such 'perceived' problem.
