They avoid salt because it's hard on the environment. They use a substitute liquid which is applied to the surface of the pavement called Magnesium Chloride. More info:

Also, Denver uses sand to maximize traction on ice. In the days following a storm, this sand is kicked up by vehicles and contributes to particulate matter in Denver's "brown cloud".

They use that weird chemical and they use gravel. The gravel is to blame for our ranking in the top ten worst highways in the country list and also for all the cracked windshields around here!
