Well, you see, my mom has this big scratch on her car. She says it's this lady's fault because she went too near and made her move left which caused her to scrape her car against a wall. She doesn't know what to do. The guy at the gasoline station said that she could either put paint over it which would make the scratch seem lighter or to get a new bumper and pay 100,000 yen. (I live in Japan) What should my mom do?

Try a product called polishing compound. It will thin out the paint ever so slightly around the scratch thereby filling in the scratch with exactly the same shade of paint. It you apply it carefully you will never know the scratch was there unless you were looking for it.

If u know a good panel beater he can level the scratch, and paint over it and u won't even know there was a scratch..

wait how much is 100,00 yen in u.s. dollars?

well if it is cheaper paint it.

if the cost of the bumper is only a little more then go for the bumper.

I think she should do what my dad does, he cleans it with liquids,i dont know what kind of these type of cleanign liquids,i think he used those spray things, i dont know just try it. or just try and put paint on it
